What is an electrical certificate of compliance?


An electrical certificate of compliance verifies that the electrical work done on a property complies with the regulations of the South African standards.

Why do I need an Electrical Certificate of Compliance when selling my property?

In terms of Regulation 7(5) of the Electrical Installation Regulations (OHS ACT of 1993), a change of ownership cannot take place unless there is a valid Electrical Certificate of Compliance therefore it is mandatory to provide a valid Electrical Certificate of Compliance and Electrical Fence Certificate of Compliance before any transfer of property ownership is concluded.

Electrical Inspection

1Why do I need an Electrical Certificate of Compliance?
An Electrical Certificate of Compliance is required by law when transferring ownership of a property and to ensure that the electrical installation is safe as per Code of Practice SANS 10142. This Certificate of Compliance (COC) is issued by one of our accredited inspectors once the prescribed inspection and tests on the installation wiring have been done and deemed safe.
2Tips before an inspection.
  • On the day of the inspection ensure that all light fittings/globes are working.
  • Make sure all the circuits on all distribution boards are labelled correctly.
  • Make sure all isolators are accessible from fixed equipment.
  • Remove all redundant leads.
  • Check that the light fittings have their covers in place (e.g. ball lights).
  • Allow all distribution boards to be accessed during the day of inspection.
3What does the Electrical Certificate of Compliance Cover?
The Certificate of compliance starts from the mains supply cable that enters the property, to the top of the main switch Circuit breaker to the point of consumption. Things like a plug socket or where the wires connect to a fixed appliance. Check that all plugs and switches work correctly. For instance, there must be no worn contacts for the issuing of the certificate of compliance Borehole pumps and swimming pool pumps must be earthed.
4What does the Electrical Certificate of Compliance not cover?
The Electrical Certificate of Compliance does not cover such as:
  • Geysers & Stoves
  • Motors & Fans
  • Underfloor heating
  • Pool motors
Note: The Certificate of Compliance cover only the wiring to fixed appliances.
5How long is my Electrical Certificate of Compliance valid?
For the purpose of transfer of ownership, your Electrical Certificate of Compliance is valid for 2 years. If any electrical work was done after the certificate was issued, a new Electrical Certificate of Compliance will be required.

Electrical Fence Inspection

1Why do I need an Electrical Fence Inspection?
A new regulation published in the Government Gazette state that all electrical energised security fences need to comply with safety regulations SANS 10222-3:2011.
2Tips before an inspection.
  • On the day of the inspection ensure that all vegetation is cleared away from the electrical fence.
  • Ensure that all safety sign boards are installed above gates and not more that 10m apart on the fence.
